FMGE is primarily meant for Indian citizens and Overseas Citizens of India (OCI) who have obtained their medical degree from abroad and want to practice in India. Foreign nationals generally do not need to appear for FMGE unless they intend to obtain registration and practice medicine in India under Indian regulatory authorities.
