This college was established in 1958 under the umbrella of Saraswati Teaching Committee. Chairman of the committee Shri Kuldeep Sahai, Secretary Late Shri Sharda Prasad Verma, Member, Late. Shri Mahavir Sharma, Late Mr. Lakeshwar Paliwal and Pt. Shiv Prasad Sharma. The college was renamed as Janjgir, Government TCL Post Graduate College in memory of Barrister Thakur Chedilal Dhak Freedom Struggle Fighter when it was under rule in 1975 . Shri Satya Sahay was the first principal of Srivastava College. Initially it consisted of art classes. It came into existence in 1983 as a law college. Presently, postgraduate classes in Arts, Commerce, Science and Law are conducted.

The naming history of Janjgir is named after the famous hayavanshi Kalachuri descendant of the Ratanpur state, Jajwali Dev. Jajvlyadeva 1090-1120 established Janjgir Nagar in his name. Janjgir is famous Vishnu temple near Bhima Talab which is made of bricks. The pride of the dynasty gradually diminished. The Ratanpur state came under the control of the British under the Marathas. Finally, the emergence of independent India, then came the period of sunrise of education. Principal of Shiv Bhagwan Rameshwar Lal College, Bilaspur, Late. In 1958, under the inspiration of Anandi Lal Pandey, the private college was established under the Saraswati Teaching Committee. This college is in the direction of intellectual development, setting the steps of progressive progress.

Presently it is the leading college in Janjgir-Champa district. This institution is affiliated to Bilaspur University Bilaspur and is registered with the University Grants Commission, consequently all facilities are provided to the college under the scheme by University Grants Commission New Delhi. All the extracurricular activities and ceremonies are organized as directed by the university and the government. Under the direction of Janjgir, a leading college, 16 colleges in this district perform their work. This is truly fostering this famous Sanskrit utterance "Vidya Vindate Amritam".
