The Prime Minister’s Special Scholarship Scheme (PMSSS) is a state-level scholarship for 10+2 students from the Union Territories of Jammu & Kashmir and Ladakh. 

Administered by the All India Council for Technical Education (AICTE), the scholarship offers financial assistance of up to Rs 3 lakh, along with additional benefits, to eligible candidates. Admissions are conducted through a centralized counselling process annually.

Eligibility Criteria

Candidates must meet the following eligibility requirements to apply for the PMSSS Scholarship:

  1. Domicile:
    • Applicants must be permanent residents of Jammu & Kashmir (J&K) or Ladakh.
  2. Educational Qualification:
    • Must have passed 10+2 or 12th from JKBOSE or CBSE schools located in J&K and Ladakh.
    • 10+3 Diploma holders from J&K and Ladakh State Polytechnic are eligible for direct admission to the 2nd year in affiliated colleges (subject to vacant seats).
  3. Family Income:
    • The annual family income should not exceed Rs 8 lakh.
  4. Additional Conditions:
    • Candidates must apply through online registration on the AICTE portal.
    • Students cannot avail benefits from any other Government/Non-Government schemes.
  5. Ineligibility Conditions:
    • Courses offered by Open Universities.
    • Admission through Management Quota.
    • Pursuing a Diploma or Post Graduate Programme.
    • Absent during the counseling process.
    • Admission through Agents/NGOs.
    • Joining an institution other than the one allotted through PMSSS.

PMSSS Scheme Benefits

The scheme releases notification yearly for around 5,000 scholarships for General, Engineering and Medical degrees.

Selection Criteria for PMSSS

Candidates applying for the PMSSS Scholarship 2025 must go through the following stages of the selection process:

  1. Application Registration and Submission:
    • Complete the online registration and submit the application form on the AICTE portal.
  2. Choice Filling and Merit List:
    • Fill in your preferred colleges and courses.
    • AICTE will prepare a Merit List based on the candidate’s 12th-grade marks and application details.
  3. Online Counselling and Seat Allocation:
    • Shortlisted candidates will participate in the online counselling process.
    • Seats will be allocated based on merit, choices filled, and document verification.
  4. College Joining and Scholarship Process:
    • Candidates must join the allotted college before the last date to initiate the scholarship process.

PMSSS Merit List

AICTE will release two merit lists:

  • Provisional Merit List
  • Final Merit List

The merit list will include the following details:

  • Candidate’s Name
  • Provisional Merit List Number
  • Student ID
  • Category
  • Gender
  • Year of Passing
  • 12th Grade Marks

Shortlisted candidates will proceed to the counselling and seat allotment rounds.

PMSSS Seat Allotment

After the merit list is released, the counselling and seat allotment process will begin. This includes:

  • Verification of documents.
  • Allocation of seats based on merit and choices filled by candidates.

Candidates who are allotted seats will be eligible for fee waivers under the PMSSS scheme. Ensure you complete all steps within the specified deadlines to secure your admission and scholarship benefits.
