Concern over the state of the environment has grown over the world since the sixties. The decline in environment quality has been evidenced by increasing pollution, loss of vegetation cover and biological diversity, excessive concentrations of harmful chemicals in the ambient atmosphere and in food chains, growing risk of environmental accidents and threats to life support systems. Directive principles of constitution of India, and India's environmental policy also gives emphasis on environment protection and conservation, different statutory Acts and regulations were passed by the Central and State Governments. Separate Ministries have been constituted at Central and State level for this purpose. Implementation of the various provisions made through creation of different environmental Acts/Laws are now binding to the industrialist/Government and citizen. Provisions for penalty is also there in case of non-fulfillment of the statutory regulations. Different voluntary and non-Governmental organisation have also realised the need of conserving the environment according to India's environmental policy, a lack of professional manpower is being felt badly. Present technical manpower is much less than the demand. Viewing the above need, the National Institute of Environment, Lucknow has launched the programme of Environmental and Industrial Pollution Management to fulfil the professional manpower demand of environmental specialists who are capable of providing services which ranges from studies to preliminary design, final design, construction, site evaluations, environmental impact studies and assessment of a project.
